Accounting Technician II (Nutrition Services)

Job Description:  Under the direction of the Director of Nutrition Services or appropriately assigned supervisor(s), the Nutrition Services Account Technician II coordinates and performs skilled and complex financial recordkeeping and reporting for the Nutrition Services department. Conducts a variety of technical and specialized accounting and fiscal functions with varied and increasingly responsible clerical work involved in fiscal transactions such as accounts payable, payroll, budget, accounts receivable, records, reports, and other related work as required. Provides administrative support in reviewing, analyzing, and developing designated budgets and accounts; prepares and audits various financial, statistical, and budgetary reports, statements, and records related to USDA school nutrition program requirements. Employees at this level must have working knowledge and skills in financial and statistical transactions that enable them to perform complex types of work with minimal supervision. Independent judgment involves interpreting and applying procedures and precedents to specific cases.

Salary Hourly Range: Step 1- $32.06 - Step 8 - $45.06
Work Year: 12 months
Hours: 7:30 am - 4:00 pm (Monday - Friday)

Job Responsibility:  ESSENTIAL DUTIES:
  • Carries responsibility for an assigned specialized function or a complex phase of a fiscal area;
  • Gathers, assembles, tabulates, proofs, extends, verifies, balances, summarizes, and posts financial and related data;
  • Inputs a wide variety of financial and statistical data into an assigned computer system; establishes and maintains automated records and files; initiates queries, manipulates data, and generates a variety of computerized reports; assures accuracy of input and output data;
  • Audits and adjusts source documents, budget appropriations, and similar statistical data;
  • Prepares, reviews, and evaluates various financial documents and correspondence as assigned; ensures mandated reports are completed and submitted to appropriate agency or personnel according to established timelines;
  • Provides administrative support in the review, analysis, and development of designated budgets and accounts; creates and maintains spreadsheets to monitor budget expenditures; reviews and verifies available funds and makes adjustments as needed;
  • Develops and maintains site-based monthly and yearly profit and loss documents;
  • Prepares monthly Nutrition Services account reconciliations; maintains related documentation; uploads information into an assigned database;
  • Prepares income and expenditure projections to assist with budget planning as directed; analyzes program and project costs and provides recommendations concerning budgetary allocations as assigned;
  • Identifies funding sources for department and project allocations;
  • Checks and codes data according to prescribed procedures;
  • Assists with the preparation of regular and special fiscal reports;
  • Conducts research and prepares special studies as requested; analyzes financial accounting data and makes appropriate recommendations;
  • Receives, audits, and processes invoices;
  • Assembles and matches purchase orders, receiving, and other documents for department accounts;
  • May receive orders directly from vendors;
  • Review purchase requisitions, warehouse orders, and direct pay purchases for accuracy of pricing and account codes; verify availability of funds and required documentation;
  • Maintains records and files for District cafeteria/equipment upgrades and replacement projects under the direction of supervisors;
  • Processes travel reimbursements; verifies mileage calculations, account codes, availability of funds, required documentation, required approval signatures, and accuracy of other reimbursable items in accordance with established guidelines, policies, and procedures;
  • Processes and maintains documentation to support the department's State and Federal claims for reimbursements;
  • Prepares and submits the department's State and Federal claims for reimbursements;
  • Monitors and audits student meal counts and revenues;
  • Updates and submits all required application packets in the Child Nutrition Information Payment System (CNIPS);
  • Maintains inventory software database; Audits inventory of food and supplies stored in the central warehouse and school storage areas;
  • Creates and maintains all required documentation to monitor and track spending of grant funds;
  • Assists in the development and implementation of new or revised procedures and forms to assure efficiency and compliance with District policies and applicable governmental regulations;
  • Contacts vendors, obtains oral and written quotes; helps prepare bid documents and is responsible for purchase requisitions and ordering of supplies and equipment, including researching product/service quality, price, and availability; enters data, verifies receipt, researches discrepancies, and works with vendors to correct them;
  • Corresponds with potential vendors to gather the necessary documentation to establish them as an approved vendor;
  • Creates and submits contract request forms (CRFs);
  • Provides technical direction to colleagues as it relates to department financial recordkeeping and reporting;
  • Communicates with various District personnel, departments, vendors, and others to give and receive information, resolve questions and issues, and coordinate activities;
  • Cooperates and collaborates with colleagues for department goals;
  • Answers questions and provides information;
  • Coordinates schedules and calendar events;
  • Receives, screens, and routes telephone calls; assists visitors; responds to requests, concerns, and questions from staff and the public; interprets policies and regulations to staff and public.
  • Provides technical support services for users of department computer software and specialized technology equipment;
  • Attends meetings, seminars, and conferences applicable to job requirements;
  • Files documents, reports, and records;
  • Operates a variety of office equipment, including a calculator, copier, fax machine, computer, and assigned software;
  • Maintains current knowledge of laws, codes, rules, regulations, and pending legislation related to assigned accounting functions;
  • Performs other related duties as assigned.


Job Requirement:  EDUCATION AND EXPERIENCE: Education equivalent to the completion of twelfth grade, including supplemental college-level courses in bookkeeping, budgeting, and principles of accounting, is required. A Bachelor's degree in accounting, business administration, or a related field is highly desired. Experience in office clerical work involving responsible account, financial, or statistical records maintenance. Good work history and attendance. Experience in school food service is preferred.
Licenses and Other Requirements:
  • District pre-employment tests, Basic Skills Test - (spelling, grammar, proofreading, writing, and math)
  • Possess a valid and appropriate California Driver's License; maintain possession of such license during employment; have an acceptable driving record; be insurable at standard rates by the District's insurance carrier; and maintain such insurability during employment.
  • USDA Professional Standards: Maintain 10 hours of annual education/training in Child Nutrition Programs and food safety. Clearances
