Sandip Kaur is the Director of the Nutrition Services Division (NSD) of the California Department of Education. Prior to her appointment as Director in August 2012, Ms. Kaur served as Acting Director for one year and four months. From 2004 to 2011, Ms. Kaur served as the Chief of the Administration and Food Distribution Program in NSD for seven years and was instrumental in the design, development, and implementation of the Child Nutrition Information and Payment System. Ms. Kaur was also responsible for making the NSD's Food Distribution Program more cost effective for sponsors and competitive with private food distribution companies. She has 29 years of experience in California State government and worked at the Department of Food and Agriculture, Department of Corrections, and the Department of Personnel Administration before joining the NSD in May 2004.

David M. Jang is the Staff Services Manager III over the Program Integrity, Compliance and Administration Section of the Nutrition Services Division (NSD), California Department of Education (CDE). Mr. Jang joined the NSD team in November 1992 as an analyst in the NSD's Program Integrity Unit (PIU). Mr. Jang has a Bachelor of Science in Criminology and a Judicial Doctorate in law with an emphasis in criminal litigation. Prior to state service, Mr. Jang was an Agricultural Commodity Grader for Processed Fruits and Vegetables in the Agricultural Marketing Service, United States Department of Agriculture.

Chris Kavooras is the Manager of the School Nutrition Programs Administration (SNPA) for the California Department of Education (CDE), Nutrition Services Division (NSD). Chris has been working in the CDE's SNP office since 1995, where she joined their team as a Program Specialist, promoted to Manager in 2006, and in 2012 promoted to the second level Manager over community nutrition, data, school nutrition policy, and school food service contracting. She is now the manager over the two NSD's SNP units, food service contracting, and SNP resource management. She has worked for the CDE for over 27 years in research and evaluation, environmental studies, and other school programs, before she joined the NSD.

Kim Frinzell is the Nutrition Education Administrator for the Nutrition Services Division at the California Department of Education. She joined the CDE in December 2013 after working for the California Department of Public Health, WIC program for eleven years. At WIC, Kim was responsible for managing the nutrition and leadership development training programs and the authorization, policy development, and program integrity activities of 4500 WIC retailers. Before coming to the state, Kim was a health program manager in Sacramento County for over 7 years coordinating the nutrition services for WIC, community grants, and the mental health and juvenile dentition food service operations. Kim is currently responsible for oversight of the development and implementation of nutrition education & training projects for school food service, school nutrition educators, and child and adult care sponsors. She received her Bachelor of Science Degree in Agricultural Science from the California State University, Fresno and is a Registered Dietitian.
